Issue Description:
This issue was reported by a QOE user after installing the software on their
Windows Vista machine.
This issue is relative
to new Windows Security features which can be overcome by following the
resolution below.
Issue Resolution:
This issue may be resolved by performing the following
steps:

Before installing QOE, the first requirement is that the
user must run in Administrator mode to install and run the program. A future
update to QOE may remove this restriction.

To set up a user as an Administrator start the Control Panel
and go into User Accounts. See below.

If the current user is not set up as Administrator, then use
Change your account type to change it.

The second requirement is to turn off User Account Control.
This allows QOE to read and write to the hard disk as it needs. Click on
“Turn User Account Control on or off” and uncheck the check box in the
screenthat comes up (see below)

- Click OK and allow the computer to reboot when it says it needs to.

Install QOE as per instructions at the associated link.
- Register the software.
